The plan determines the main objectives. During the "13th Five-Year Plan" period, the water quality of coastal waters across the country will be stable and improving; in 2020, the proportion of Class I and II waters in coastal provinces (autonomous regions and municipalities) will meet the target requirements, and the water quality of coastal waters nationwide will be excellent (Class I and Class II) The ratio reaches about 70%; the water quality of rivers entering the sea has improved compared with 2014, and water bodies inferior to Class V have been basically eliminated.


Before the end of 2017, comprehensively clean up illegal or unreasonable sewage outlets into the sea; urban sewage treatment facilities in the catchment area of the coastal waters fully meet the level A discharge standard (including total nitrogen indicators); study and formulate the total amount of pollutants in key sea areas Control technology guide.


Before the end of 2020, coastal cities at prefecture-level and above will complete the task of reducing the total nitrogen of industrial fixed pollution sources according to the regional environmental capacity and the issuance of pollution permits; the red line area of ecological protection of the marine land space accounts for the total area of the coastal provinces (autonomous regions, municipalities) under the jurisdiction of the sea The proportion of natural shorelines in the country is not less than 30%; the national mainland natural coastline retention rate is not less than 35%, the national wetland area (including coastal wetlands) is not less than 800 million mu, and the wetland area does not decrease; the national marine aquaculture area is controlled at 2.2 million hectares about.


The plan identified five key tasks, including promoting industrial transformation and upgrading in coastal areas, gradually reducing land-based pollution emissions, strengthening the control of pollutant emissions from cities at and above coastal prefecture level, strengthening the control of marine pollution sources, protecting marine ecology, and preventing environmental risks in coastal waters.


The plan points out that it will accelerate the resolution of excess capacity in shipping, steel, cement and other industries, promote industrial upgrading, and lead the development of emerging industries and modern service industries. Strict pollutant discharge control requirements. In view of the characteristics of the current marine environmental pollution problems, strictly implement national and local pollutant discharge standards, and strengthen the reduction of the pollutant load of industrial enterprises such as total nitrogen and total phosphorus. In sea areas that exceed the requirements of water quality targets and are relatively closed, the total emissions of major pollutants from new (renovated and expanded) construction projects shall be reduced and replaced.


The plan also proposes to issue the "Ship Water Pollutant Discharge Standard", in accordance with the relevant requirements of the "Ship and Port Pollution Prevention and Control Special Action Plan (2015-2020)", speed up the formulation and revision of relevant laws and regulations, and continue to promote the structural adjustment of ships , Coordinately promote the construction of ship pollutant receiving facilities and their connection with urban public treatment facilities, strengthen pollutant discharge monitoring and supervision, etc., and comprehensively promote the prevention and control of ship and port pollution.
