Safety Operation and Pollution Prevention Responsibility System
Chapter 1 General Provisions
Article 1 In order to strengthen the supervision and management of the company's ship pollutant removal operations for safe operation and pollution prevention, and to clarify the responsibilities of management personnel, technical personnel and various functional departments at all levels, this responsibility system is formulated.
Article 2 This system is applicable to all departments of the company.
Article 3 The main person in charge of each department of the company is fully responsible for the safety operation and pollution prevention of the department, and establishes and improves the responsibility system for the safety operation and pollution prevention of the unit and department.
Chapter 2 Company Leaders' Safety Operation and Pollution Prevention Responsibility System
Article 4 The general manager is the first person responsible for the company's safe operation and pollution prevention, and is fully responsible for the company's safe operation and pollution prevention. His duties are as follows:
(1) Establish and improve the responsibility system for safe operation and pollution prevention of the unit;
(2) Organize the formulation of the unit’s safety operation and pollution prevention rules and regulations;
(3) Ensure the effective implementation of the unit’s safe operation and pollution prevention investment;
(4) Supervise and inspect the safe operation and pollution prevention of the unit;
(5) Responsible for determining new business development. New business development includes: expansion of the cleanup operation area, service targets and business types (changes in cleanup vessels and pollutant types, and cleanup operations), and the purchase of large-scale equipment , The new reconstruction of infrastructure, and the research and planning of major changes in the pollution removal plan.
Chapter 3 The safe operation of the company’s functional departments and the responsibility system for pollution prevention
Article 5 Responsibilities of the Administration Department
(1) Take the lead in signing the ship pollution removal agreement with the ship, and be responsible for the daily communication with the ship.
(2) Expansion of the scope of cleanup operations, development of service objects and business types, and organization of risk analysis for new business development activities.
(3) Maintain daily contact with the maritime authority, and obtain the latest management requirements of the maritime authority in time.
Article 6 Duties of the Business Department
The business department is the basic unit of the company's ship pollutant removal operations. Its responsibilities include:
(1) Responsible for pollution removal from marine vessels.
(2) Responsible for the daily management of the ship pollutant removal team.
(3) Responsible for the preparation of daily exercises and exercise programs.
(4) Cooperate with the administrative department to organize training and business assessment for the operation team.
(5) Storage, use and maintenance of equipment and facilities related to ship pollutant removal operations.
Article 7 Responsibilities of the Finance Department
Responsible for keeping good financial general ledger and various detailed accounts.
Keep all kinds of original vouchers and strictly implement various financial systems.
Supervise the funds for equipment and materials.
Ship pollution prevention management system
1. Purpose
Standardize ship pollution prevention management to prevent pollution to the marine environment.

3, general rules
1)All ships and relevant departments shall strictly implement national laws and regulations on preventing and controlling pollution of the marine environment by ships and other mandatory regulations, consciously do a good job in pollution prevention.
2)The crew of each ship shall consciously and actively accept the supervision of the maritime department, and shall promptly report for approval or filing in accordance with relevant regulations when conducting pollutant disposal operations.
3)Ships carrying out operations involving the disposal of pollutants shall fill in the corresponding record books in a standardized manner and record truthfully, and truly reflect the amount of pollutants generated during the operation, the disposal process and the destination.
4)If there is no need to provide a record book, the relevant information should be recorded in the "Navigation Log" or "Engine Log" of the day.
