Oil spill accident handling principles:

Containment, recovery, and removal.

Once an oil spill accident occurs: respond quickly, reduce the contaminated area, quickly and orderly eliminate or recover oil slick on the water.


(1) Oil spill containment and removal plan

1. Containment and removal of oil spills at sea

Emergency treatment:

(1) Report to the Yantai Sea Area Oil Spill Emergency Headquarters, and request assistance in water area security and traffic control when necessary.

(2) Deploy one or more oil booms around the accident vessel for containment control. In the event of a leak of gasoline and other flammable fuels, a fire-proof oil fence should be added, and the Yantai Sea Area Oil Spill Emergency Headquarters should be requested to coordinate the fire-fighting ship on standby and take fire- and explosion-proof measures.


2. Assist in oil tank plugging and residual oil transfer

Carrying out the leakage stoppage and residual oil transfer operation of the accident ship, if the residual oil needs to be transferred to our ship, we must strictly abide by the safety and anti-pollution operating regulations, pay attention to constantly adjust the oil volume of each tank, and keep the hull rising steadily. In order to ensure the safety of the two ships leaning together, sufficient fenders should be arranged between the sides of the two ships, and a movable spherical fender should be prepared. Special personnel are sent to adjust and reinforce the ropes at any time during the transfer, and closely monitor the conditions of the oil pipelines and oil tanks.


Treatment after the transfer of residual oil

After the residual oil transfer is over, close the power station, lift the unloading pump, put away the hydraulic pipes and discharge pipes, put them on the transport truck, fix them, and transport them back to the warehouse. Clean the oil stains inside and outside the pump, rinse with fresh water, add a proper amount of lubricating oil to the pump outlet to keep the pump screw from rusting, and seal the outlet to prevent foreign matter from entering the unloading pump. Clean the hydraulic pipe, discharge pipe and power station, and do anti-rust treatment to prevent seawater corrosion. Unloading pumps, hydraulic pipes, discharge pipes, power stations and other accessories and spare parts are unified in a container or frame container for easy transportation and storage.


Three, emergency plugging plan

When the hull is damaged, the ship will investigate the cause of the accident as soon as possible and take emergency plugging measures. Based on its own leak-stopping tools, the company will take leak-stopping measures based on the cause of the accident and the on-site conditions after arriving at the site, if safety conditions permit.


Several methods of temporary plugging:

⑴ If the hull is broken below the waterline and the diameter is small, use cork to plug the leak;

⑵ When the diameter is large, temporarily block the opening of the hole, and plug the leak with a cement tank after draining the oil;

(3) If there is a hole in the hull above the waterline, choose to block it from the outside to the inside;

⑷For cracks, use hemp or rags, cover the cracks with rubber and then nail them.


After taking temporary plugging measures, transfer the oil in the leaking tank to the company’s work boat as soon as possible to completely cut off the source of pollution.


Note for plugging operation:

(1) First obtain information on safety and emergency measures such as oil fire, explosion hazard and toxicity from the ship, pay attention to taking explosion-proof measures, and use explosion-proof plugging equipment; operators should wear protective clothing, protective shoes, protective glasses and protection gloves;

⑵Assess the feasibility and safety of the company’s leak-stopping operations based on the damage of the hull (shape, size, liquid pressure, etc.);

⑶ Wind, waves, and currents at the accident site must meet the conditions of safe operation;

⑷ When conducting leak plugging operations, there must be safety monitoring;

⑸ Once a dangerous situation occurs, stop the leaking operation immediately.


Fourth, the containment of oil spills

(1) When the ship confinement and control oil spill operation conditions permit, the oil boom can be used for positioning and confinement control at sea. "Operational conditions permit" refers to the main performance of the boom-the maximum anti-wave height; the maximum anti-velocity and the maximum anti-wind speed, etc., which conform to the sea conditions of the operating area.

(2) When it is impossible to confine oil on site, use oil booms to induce oil spills to waters that are conducive to cleanup operations and have less impact on environmentally sensitive areas, and then clean up.

(3) When oil spills are likely to drift to environmentally sensitive areas due to wind and currents, oil booms should be placed around the sensitive areas to reduce pollution damage.

(4) Arrange oil booms at narrow places at estuaries and bays, and stagger the oil booms with the water flow at an oblique angle, so as not to affect the navigation of ships, but also to prevent oil spills from entering.


5. Removal of oil spill

(1) When the spilled oil is gasoline, the main emergency measure is fire prevention. Generally, it is not necessary to take marine recovery measures to let it evaporate naturally.

(2) Oil spill recovery

①When the spilled oil is light diesel, use a rotary skimmer to recover the spilled oil. The thin oil layer can be absorbed and treated with oil-absorbing drag rail or oil-absorbing felt.

②When the spilled oil is medium viscosity oil (such as heavy diesel, etc.), use a rotary skimmer to recover the spilled oil. The thin oil layer can be absorbed and treated with oil-absorbing drag rail or oil-absorbing felt.

③ When the spilled oil is high-viscosity oil (such as crude oil and fuel oil above No. 100, etc.), use a dynamic slope skimmer to recover the spilled oil.
