What is the treatment method for marine environmental pollution removal?

       Article 1 These measures are based on the provisions of Article 14 Paragraph 3 of the Marine Pollution Prevention and Control Law (hereinafter referred to as this Law).


       Oil dispersant may be used in the removal of marine environmental oil pollution when one of the following conditions is met:

   1. When oil pollution is likely to cause damage to birds, marine life, ecologically sensitive areas, and beaches.

   2. When there is a risk of causing harm to shore facilities.

   3. Other conditions that need to be used after evaluation.


   The use of the oil dispersant in the preceding paragraph shall comply with the relevant regulations of the Environmental Drug Administration Law.


  Article 6 When a large amount of oil pollution occurs in the marine environment of non-turbulent waters and cannot be recovered in a timely and effective manner, the area of oil pollution may be contained first, and the air pollution control law and related regulations shall be met, and the on-site combustion method shall be used.

  Article 7 Intertidal zone in the marine environment, due to its special nature, oil pollution removal treatment, in addition to considering natural restoration methods, should be based on the characteristics of the intertidal zone, and the following methods should be given priority:


   1. Those who belong to the beach in the intertidal zone:

  (1) After the oil contaminants agglomerate, the oil lumps and oil-contained sand are dug out manually or mechanically. The excavated oil lumps and oil-contaminated sand should be properly handled to avoid secondary pollution.

   (2) The sand with a small amount of oily dirt can be washed with water, and then the oily dirt can be absorbed by oil-absorbing cotton or treated with an oil dispersant.

   (3) The use of the oil dispersant mentioned in the preceding paragraph shall comply with the provisions of Article 5 of this Regulation.


   2. Those who belong to gravel in the intertidal zone:

  (1) The oil pollution that adheres to the upper layer of gravel can be removed manually or mechanically. The excavated oil blocks and oily gravel should be properly handled to avoid secondary pollution.

   (2) If the sandy beach with oil stains is likely to seep into a deeper place due to the impact of waves, the removal of oil pollution can be treated with oil dispersant between rising and falling tides.

   (3) The use of the oil dispersant mentioned in the preceding paragraph shall comply with the provisions of Article 5 of this Regulation.


   3. Those who belong to wetlands in the intertidal zone:

   Use containment methods to prevent oil pollution from continuing to pour in, and use manual oil removal or small simple tools to remove oil pollution. Large-scale machinery must not be used to clean wetlands that will damage the wetland and affect the organisms in the area.
